Here's my opinion. DON'T USE JAVASCRIPT!!! Javascript suxxorz. Has lots of errors and lots of things don't support it. What do you wanna use it for anyways?

i dont understand you?
you had 2 diffrent menu's?
-
Hmmm not a big fan of javascript, mainly because more and more people disable it due to security problems with javascript.
Best bet is to use CSS for your menus, and test with the various browsers to make certain it works. If you only want one level menus then I think you will be fine with CSS, but if you want multi level, then you will be forced to use javascript or flash.
But for Accessibility you shouldn't be using javascript, and for reaching the largest audience, dont use javascript.
I've got some good resources, just not at work, if you want i will post when i get home.
