Final result: (sorry, i used a large sized canvas)

Step 1: create a new document. I used 800x800, but that was way too big, as you can tell. Make sure that the colors are on default. Push 'd' to set them back if they aren't.

    Step 2: Filter>Render>Clouds

Step 3: Filter>Sketch>Chrome. I used detail:2 and smoothness:6, but you can change thos if you want.

Step 4: Press ctrl+u to open hue/saturation. Check colorize, and, i can't remember the "exact" color i used, but it's close to hue 218, saturation 60, lightness 0. You may want to change this, though.

Step 5: Now, create a new layer, this one should be the third layer you have. Set the blend mode to difference, and then leave this layer alone for now.

Step 6: Create another new layer, (Should be your 4th) and type something there. Make sure it's in white, and set the blending mode to difference.

Step 6: Go back to your 3rd layer, take out your gradient tool, and set its mode to difference, and now put a few lines or diamonds on that layer.

That's it! It isn't that good, but, this is my first tut, and i'm not all that great at photoshop anyway so, go easy on your criticism.
