    http://www.stardock.com/products/windowblinds/

Download and install this program, WindowBlinds (the free version is all you need). It lets you change the skin of your desktop. For a new wallpaper, DeviantART has some pretty good stuff.

Then there are a million different sites to download different skins for WB. Like WinCustomize, SkinBase, etc.

windowblinds eats system resources like a hog. google "uxtheme.dll" and use the hacked uxtheme file to make windows accept non-microsoft signed desktop themes and visual styles.

Is that a good or bad thing?

    ...eating resources? bad...

Sublime, search your hard drive (include system files and hidden files) for "uxtheme.dll", rename them to uxtheme.bak and then put your cracked uxtheme.dll file into those folders. Make sure you have system restore turned off, and it usually only works if you do it in safe mode.

No, it uses up system resources when it's running...if it's not running, it's not using any resources. And if it's uninstalled it's not running.
