Photo fade through background

hey everyone.. sorry this has to be my first post. Ive been looking around the forums for a while just never gotten a chance to post.

Anyways:
I'm doing a memorial type thing for a friend of a friend that died. I used to be into PS alot but now i remember nothing haha.

I'm trying to get a photo cutout of a person to show through layers on top of it. I remember using feather and such but i just cannot remember how.

Could anyone give me some help or post a tutorial.

I tried searching, I just have no clue what it would be called.
