Outline of text

How do they make an outline of a text? Like if the text is black, how do you make a white outline around it to make it more visible?

stroke. with your text layer selected,

Layer > Layer Style > Stroke...

and set your options.

you can also double click the layer in the layers panel (not the 'T', and not the layer's name, but whatever's left) and that'll take you to layer styles where you can choose stroke.
