Yesterday i check out some awesome template I want to create that type of theme so is their any software

Photoshop will create the graphics for the template. Wordpad is the basic programming tool that is on literally every PC that you can use to code the template. There are so many different tools that can be used it would be next to pointless to list them all.

Learn HTML and CSS at http://www.w3schools.com, create your graphics in Photoshop and then put it all together in Wordpad.
Or you could get a website building program, like Dreamweaver..

Uhm, the same way as any other software? Either buy it or download it illegaly. It's your choice.
