I can't really rate this because i don't remember your other work, since you are fairly new and i was gone on a trip the past couple days, but ill def. comment it.
This is really pretty blurry. I know it kinda gives it a surreal feel but it's over done ande almost a cliche'. I would try to get rid of the blurring, but if you don't wanna do that, atleast erase the blurring around the focal (the guy with the gun), this will make it stand out more.
The bg looks like A LOT of c4d's put together, whihc is okay, but you have to make it your own. Warp it and make it fit with the rest of the art otherwise it kinda looks...slapped together.
The Text isn't bad your defiently getting ebtter with that but a few things:
1. I would try and get rid of the motion blur on elite crew, it just draws the eye to the text more and is very distracting.
2. Don't use a drop shadow. It makes it stick out too much like all blending options.
I know it takes awhile but keep trying with text, and learn to try and blend it in to the bg.
Overall, it's not exactly your best work, but you do have some things going for ya on this.

i dont really know you or your work, but one thing i can tell you, is that there is a tutorial in the tut section about "dreamy" type things that you may be able to use go try it out, could help, just giving suggestions
