Whoa the contrast is WAY to high! You have lost tons of information in your photo here. Try to keep as many tones as possible instead. If you could post something more similar to the original shot then I'll comment again.

I like the high contrast, but Martin's right, toning it down would bring back a lot of lost information.

I love the tilt and the feel of it though, it reminds me of the rooftop chase scene in Morocco in The Bourne Ultimatum.

much better, the colours gave much more life to the photo.
It does however feel like there is something missing, maybe something special like a madman with a mule on the street would have made it more interesting

Much much better! The colors are great and the view and the street is really nice. The window frame is overexposed, try to fix that next time The overall image is really nice with the odd looking houses and cars.

When I saw the original, no offense, I though it was crap. I couldnt even tell there was what I call "urban decay". The original is alot better, however, I would crop it and fix perspective personally.
Something like this (hope you dont mind me messing round with it)
I cropped out the left and fixed some overexposed areas, correcting the perspective (the angled view was nice, but with the street at a different angle to the columns either side, to keep a nice proportion on the image it was better to crop the sides out and fix perspective rather than have say, one column, and two angles.
