Its definately not a vector. Looks more like a digital painting, in which case, you need to have more values. More darks and more lights. The shirt looks pretty good. Did you use the eminem photo as a reference or did you work over it?

A raster is the opposite of a vector. Photoshop for example is a raster based program. A raster image consists of colored pixels. Hence when it is enlarged, quality lessens because those pixels are being stretched.
A vector on the other hand is not made of colored pixels. Illustrator is an example of a vector based program. Vector shapes are defined by mathematical equations so you can enlarge all you want and the quality will never decrease. Because they are defined by mathematical equations, they are somewhat limited often causing the image to be simpler than a raster image is able to be.

Tell me how you did it and I'll let you know what it is.

Thanks for the great information! And for the great help!
I used pen tool to select the areas and paint bucket to color them.
and I used burn tool for the shadows and dark areas and dodge tool for the light areas.
Finaly I used blur on some parts of the budy.

Thats not exactly vector. Obviously true vector is in something like illustrator, but photoshop's pen tool emulates the style. I do many things like that. This isn't exactly vector style because with a vector style you use (pretty much) the pen tool only with gradients and solid colors. You dont use the burn/dodge tools. It doesn't really have a specific style. Its sort of a mix of vector and digital painting. I like it

edit: to give more criticism (things to improve), ill add on here. Dont outline features with a dark/black line. It makes it look cartoony and flat. Add more values to it. like more shades and tints to make darker and lighter hues. basically, just use slightly more dramatic shading. right now its pretty subtle. The edge of his head/neck is blurry, while the edge of the rest of it isnt, so it doesnt look right. Work on the hair. The photo you have of em is a darker photo with dimmer lighting than your vector/dp image of him. So you should improvise a little and redo the hair a bit brighter and with more detail. The eyes could use some work as well. Just change the shape a little (again remove the black lines if you can ) and dont make his irises black, they do have some color. The chin seems a little wierd with just that colored arc to define it. Finally, the lips. Lips are very difficult, especially on a guy. Just follow the shading/color on the photo and it should look pretty normal. By the way, I like the ear alot, it was well done (aside from the blur on the edge :P )

im gonan say taht jack is wrong here....this could be a vector depending on what u did in photoshop....it IS possible to create TRUE vectors in photoshop.

open the psd to this and zoom in to like 500% or 1000% and tell me if the edges get pixelated....if they do its not a vector...if they dont then you did it
