it's not only for sigs, it's for anything. I used to put brushes there, works etc.

These brushes are in the right place.

About the brushset. I've never downloaded brushes before, I've only used defaults. Nontheless I think theyre decent looking, but I don't think there are a ton of places where they could be useful. One of the reasons I think that is because of the slight grid-like pattern i see in places where the brushing is thicker.
