    I'm new to Photoshop CS and I just downloaded some brushes.
    I put them in the folder that they're supposed to be in. I was
    wondering, how do I access them when I start up Photoshop?

    select brush tool..brush menu at the top right..?

    gotta choose them from the folders, mate. when you select the brush menu, on the right or left(easier to do this on the left, more simplistic), click the arrow and you get a drop down menu. In that menu there are all the brush packs that you have, including hte ones you downloaded. select those packs and youre all set.
