Layer Moving

Every time I try moving a layer it jumps to a different one and moves it. I go to the extent of just locking all of the other layers but then it just acts like the move tool is the lasso tool and it just selects something....it's really frustrating, any advice would be great.

That's odd, try to rest all the photoshop defaults.

Maybe you have that autoclick layer function on. It should be on the top toolbar (with the checkmark and things) when you click the arrow tool.
