ok let me figure this out for you

well when you have the pentool selected. go to the top under the tool bar that says

File | Edit | Image | Layer | Select | Filter | View | Window | Help

there will be a bar under that. that shows

make sure the icon that is stroked is selected

and this is used for adding effects and flow to a signature such as in my ~Favorite~ in my signature area
