Open a new document. as big as u can preferably
Set the background colour as white.
Filter > texture > Grain

Use these settings.
Filter > Artistic > Neon Glow

Use these settings.
It is now looking like the matrix but not quite
Finaly Filter > Stylize > Glowing Edges

Now we have our matrix affect but we want it to be animanted.
Simply use the rectangle marquee tool and set the size to the size of the image u want.
i picked 700 wide by 125 as mine will be a banner
Create a new layer, so u can freely move your rectangle.
Move your rectangle of the best lookig part and then go back the the fist layer and copy (ctrl + c) then make a new image (ctrl + n) it should have the measurements of the image selected, then paste (ctrl + v).
now go back to your big matrix picture on to the empty layer and move the rectangle down a bit.
repeat the copy and paste bit again.
keep repeating this until u have about 7 layers.
Now go to image ready and create the same amount of frames as u have layers.
One frame on have only layer one showing like shown below.

Now for frame 2 make sure only layer 2 is showing. like below.

now repeat for the rest of the layers.
Then change the time delay to 0.2

after u use rect marquee tool and then create layer, it selected to that new layer, you CANT move the rectangle cuz the selected area is empty. ok soo how's that gonna work..unless im n00b at this.

or do u do that in image ready or open up animation?

no if u click away from the box u can move it on the empty layer

Looks nice to me. It realy does look like the matrix, but on the other hand it is not so difficult to make. Good tut for the first one m8
