Identify effect!

I have two images which i made aaaaages ago, but i've forgotten how to do the effect used on them and i kinda wanna use it [images shown below].





They have a kind of texture to them and i have no idea how to replicate it! Any help would be awesome

To me it looks like you saved it as a .gif in paint(low quality) and then saved it as a jpg for whatever reason.

You steered me in the right direction! I just had to reduce the colour depth and tweak it a bit. Thank you, i've been looking at this for hours!

I don't understand how that would work? I thought there was an actual tool that allowed you to have dots all over, like scanlines. Meh, glad rhydian could help you Samii.

There probably is, but my images don't have the same pattern all over - they're different in some places if you look closely. Kind of picky of me to want it but meh, i like it
