    It's not half-bad, but maybe instead of blurring the effects, you can make them stand out more.

    And to give it more appeal, try adding some blue soft brushes around the shoulders, and maybe some subtle splatter clipping masks below them.

    Your going to laugh at me but, I have all default brushes xD. I don't know how to add brushes to PS.

    Oh, that's no big deal.

    I'm not exactlya Photoshop user, but I believe the soft brushes are a part of the default brush set.

    ^ True. Sometimes too blur makes my eyes hurt
