I was wondering if anyone could help me get one so I can work with it because I want to practice.
Any help out there, as well advice?

My best advice would be to first work in photoshop designing a design layout, then you can use the slice tool and save it to a very simple HTML page. Or work in layers, and keep each part on its on layer, that way when you come to making the code of it, you can save images for their individual parts. EX background, headers borders.

What are you trying to make a template for? Just a site layout, or an actual skin for a forum or cms?

The best way is to do what pet said. But for every forum, there are certain restrictions. So it all depends on the forum type you want to do a skin for. After you finish your template, it's just a matter of applying your pieces and making them fit. But there's alot to it. I would suggest reading up on the documentation of the forum you're trying to skin.

CMS is a content management system, like Wordpress.

Alright. I'll do that. Is there any guide I can have to make that template. How do I gain the forum's documentation?
