actually: there is no such thing as a dumb question!! so never be ashamed to ask. the people that laugh because of your question are the dumb ones.

I am going to start referring to LQ as Limited Quantity myself.

It is better to ask and look stupid then not ask and remain stupid.

in case you're also looking for clarification on what low quality means:

generally means when the image quality is lost, not that what you did is terrible and it of poor quality, just that whatever you did to the image caused it to lose some of it's initial quality. (most people hear it and think its the second one and take it as an insult)

you can usually spot it my your image getting pixely, usually caused by over sharpening, over contrasting, or over saturating. Or, the other way, caused by over blurring. Those are just a few examples, but always watch how your image quality is affected when you do something and you'll be fine.

    good advice Ion!!

another way to mess up quality is by resizing renders/stock. check the defaults in CS for this! (preferences - general - image interpolation) When resizing, be shure to press Alt + Shift (that is for Mac, i don't know for Windows) simultaniously whilest you resize. That way the ratio/proportions off the render stay intact.
Also i work in high resolutions. So when i start a new sig, i choose lets say: 400 X 150 with 1024 pixels/inch. then when i am finished i save the .psd, then i go to image - image size and change it to 400 X 150 with 100 pixels/inch. Then i save it as .png file. Better quality then .jpg. When closing CS it asks to save your .psd. If you say yes you save the low resolution .psd.

Just hold down "Shift" when resizeing an image at Windows OS.
