Default An Ice and/or Fire effect?

For a background and on the edges of the picture, I think Ice might be easier to do(?) but how? and ofcourse I dont want to forget of adding the effects over etc. on the main character in the picture, which will be shown to everyone when I manage to cut it off of it's current background.

Please help me, you're my only hope.

    **** EDIT ****

For a signature or a desktop wallpaper, both work.

I've got 0 brushes atm.. other than the ones that are already in the CS4 itself. i've tried to use different gradient maps but it seems to always scrue it up.. So if theres a tutorial of anykind even close to this, I'd appreciate to have a link to it or something. I've been trying to work with this for ages, 3 weeks before joining and until this day. Most of my time drains the thing that I cannot cut the image off its background. Next is trying to find good effects.
