    1. How do a black border line on the top and bottom of my signature like others do?

    2. How my picture stand out without using opacity so much?

Create a new layer, and select the area where you want the border with the rectangular marquee tool, and then take the paint bucket tool and fill in with whatever colour you want.

If you don't want to shrink your sig, you can extend the size of the canvas by pressing alt+ctrl+c and make sure relative is checked off. If you want to extend the canvas upward, click the down arrow, and that will anchor the bottom of your canvas in place, and extend the canvas upward by whatever number of pixels you put in the height box.
Then you can fill in where you extended as I explained above without losing any of your sig. :]

I'm not sure what you mean by the second question...

The best thing is probably to look at tutorials and try stuff out, or play around with PS on your own, and post what you make so we can try and help you.

Use the black brush (look for the square ones that come with the program), You start from top left, hold SHIFT and make your way through to the right, remember this must be on a new layer.. Then duplicate the border's layer, then move that border down to the bottom.. So they are definitely equal.

    New layer> Apply image> Sharpen. Use photo-filters.

Or.. If you look at my tag in my signature, see how the background is blurred? (3.6 Gaussian blur, duplicated it and set it on overlay 30%). The render is standing out.

Follow tutorials and learn methods and your tools, mess around with stuff. Use the program constantly and get to know it better.
