If you haven't already, check out some quick tuts for the pen tool.
And when drawing the outlines/shapes, aim for what looks best instead of accuracy. For example, while vectoring her hair go for smooth lines instead of trying to copy the photo.

Here are a few pointers for you, based on what I see.

The lips: Lips have a very general curve to follow. The bottom lip is one big curve that goes down and around, while the top goes in and up, then they peak off centre, and dip down a bit. You must get this right for lips, especially women lips. The bottom lip is close, it just needs some tweaking of the line, but the top should be redone.

The face: First, the skin tone is wrong, it needs to be more in the red tone, less in the yellow, and paler than you have it. Aside from that, when drawing the face shape, the edges you needs to focus on are those that are above other things, for example, the right side of her face (our left) other than that just extend it out. Also, make it in layers, face as one, and neck as another, this will help later on.

The hair: As said above, don't go for exact, with real life photos that will be a pain as their are so many little strands, but go for what looks good. Finding the point between too many, and too few for the feel of the photo can take some time, but keep trying. If you want to keep the hair flat black, the work on the outline, and fill it in completely, and have it the furthest back layer. The areas were it covers part of the face, or neck, draw them and place them above the body part that it is above.

    Hope that helps.

The skin tone is way off. Try using an eye dropper to get close to her actual skin tone.
