    For the first one the sun reflection is created using Topaz Star Effect.
    Both of them has HDR adjustments to make to colors really dark and powerful. The easiest way to accomplish this is by using Topaz Adjust and play around with their HDR presets.
    You may also use the HDR feature that PS has to offer, but this requires some more knowledge.

    Yep as Radillac said, it's a HDR effect.
    This means you take 3 (or more) photo's from the excact same position with different exposure settings and combine them into 1 photo.
    I normally do it with 3 different exposures. 1 underexposed, 1 normally exposed and 1 overexposed.
    Those photo's combined into 1 reveal alot of details that you normally can't see.
    I'm using Photomatix pro for the combining job. Really easy to combine. Just open the 3 images and it will do it automaticaly for you .
