Hi. I'm new on the forum and this is my first tutorial. I jus used a bunch of filters, but I still like the outcome. Plz comment on whether you like the outcome or not.

    1. Create a new canvas using size 600x400

    2. Filter > Render > Clouds

    3. Filter > Texture > Patchwork Use these settings:

    4. Filter > Texture > Grain Use these settings:

    5. Filter > Artistic > Plastic Wrap Use these settings:

    6. Filter > Distort > Pinch Use these settings:

    7. Filter > Blur > Radial Blur Use these settings:

    8. Filter > Stylize > Emboss Use these settings:

    9. Image > Adjustments > Color Balance (Ctrl + B)
You can use your own settings or use the following:

At this point, this is what you should have:

As you can see, there are white specs and lines standing out in that pic.
Use the Blur tool at around 95 pixels and blur the specs out.

    The final result should be:

    Hope you enjoyed the tutorial.

Looks pretty good. It might make a nice wallpaper background, though the very top and very bottom seem to have large rectangles that are blurred more then the rest of the image.

I didn't think this would get any more comments after Quickdust and Red. Thx for the comments everyone.
