i was searchin the web for a reason and found this on a site but no one responded to it but its hwta is happening to me. anyone know what is going on? or how to fix it? i have reinstalld 2 times and it still happens
After I go to resize one of the "information" windows (eg. History, Layers,
Color etc.), whether purposely or accidentally, all the tools in the toolbox
stop working. I'll click on the marquee tool, and it will select, however,
when I go to drag out an ar
ea on my image, nothing happens. Instead, the cursor remains as an arrow (ra
ther than whatever tool I've selected). None of my tools end up working, but
I can still select all using Control + A, and copy/delete layers. It's just
that anything involving th
e mouse doesn't work.
I tried deleteing the preferences file and having Photoshop rebuild it, as p
reviously this has worked, but it no longer does anything to fix the issue.
The happened in Photoshop CS V8.0, and the same problem is apparent in Photo
shop CS2 V9.0. I am running Windows XP Professional with Service Pack 1. Res
tarting Photoshop fixes the problem, until the next time I go to resize some
thing.

I had trouble with something like this before, but by changing the resolutions.
Try checking & unchecking all the tools you currently use via clicking at the top toolbar under the Window category.
If you can't do that, press CTRL + S and it should save (default shortcut key for save), and close Photoshop. Then reopen afterwards.
Not the best of methods, but only ones I can think of.

Agreed, i usally shut down PS and reload, gets annoying but gets the job done.
