Step 1

Create a new image filling the background with a dark grey. Create a new layer . With the [url=http://www.gfxvoid.com/tutorials/1/liquidwater/2.gifbrush tool[/url] create black lines like above on the new layer
Step 2

On the top layer, go into the radial blur filter and use the above settings.
Step 3

Go into the twirl filter and use the above settings. Merge Layers (CTRL+E)

Go into the Lens Flare Filter and create 5 random lens flares like above.

Go into the chrom filter and use the above settings.

Press CTRL+U to colorize, and use the above settings for a blue color.

Very nice looking! Although it reminds me of something abstract more than just water.
I don't think real water is that blue! Haha, lower the saturation and try making it a lighter blue.

Reading the title again - Is there really such thing as non-liquid water? Haha. Just ya a hard time.
there is water as ice (solid) and water as steam (gas). :)
