Theres alot of brush packs on DA just to make these so you can make them in a snap.

Or you can use the brush tool and outerglow it...

There are brush packs available, but I do not use them, I believe in making everything yourself therefore you appriciate it more and so do other people.

there's no need to write a tut on this, there's dozens of them on the internet to create this exact thing. looks good though.

there was one on good tutorials a while back check there.
