The scan lines and fuzziness don't work very well..also brushing is not very good.
looks like you set the blend mode to dissolve, doesnt look too good like that.
Actually that's a texture fill, thought I'd try some new stuff, Motion blurr on the render at a 45 angle, dup, Texture fill set to overlay, threw some extra white scan lines. Maybe it's got some potential but either I need more grain in the texture or less lines on the blur...

Tweaked the layer order and removed the scan lines.

Looks nice, Second one is better. I like it! And btw your little sig is wrong, it says Im using Netscape 4 and Im really using IE 7.0

Well the Bg is really fuzzy and just my personal opinion i dont really like the text the rest of it is good just fix the bg and itll look better.
very fuzzy, a little tooo red and you gotta lose that border, it just kills the whole thing imo
