It's okay, but the scanlines stick out too much and the font is very good. It's also a little plain too.
Try adding a bit of colour to it make the cartoon character stand out more would be my advice.
first of all, those scanlines are WAY to visible, turn the opacity to 25%, second, add a levels, and curves layer to it , give it some depth, if u dont know how to, just do auto levels and auto contrast.
