Filter>Artistic>Cutout? They all look pretty much the same. Try selecting the top layer: Ctrl+A, Edit>Copy Merged, Paste, Gaussian Blur @ 2-4 pixels and set it to Lighten or Hard Light @ 50% Opacity. Just a suggestion...
I like the original better, but anyway...
Freak has a point, it does look like the cutout filter was utilized.
The typography isn't great, and I don't like how the background is very crisp/sharp as well as the grass and how it just starts up on the left.
You can do better! :)
