Photoshop, Illustrator, Imovie, Video editro software, and Quark.
Depends what you want the commericial to be about. Need a video camera, and such if you want to make video. IF you really need more advanced advice, i need more detail.
A sort of vectoring animation software with text and video support. Kinda like the ipod commercials or the mtv spring break thing?

Good luck, that effect may look cheap and easy...but there's a reason only Apple and MTV have done it.
