It would be great if not every person ever in history made a wallpaper with Billie Joe on it. Go in DeviantArt and you'll see hundreds of them.
Well... what is it meant to be? For a wallapper it's too hard to look at. YOu should use inverse colours for the bg, so it fits well :) I don't like the way you've tried to blend it, just looks stupid around the egde of him. You want him to look crisp and clear :D

That effect is really common. The blur+screen/lighten look i mean. Green Day was all about experimenting with music, so you should try to convey that in the style you use.
