Faster Comic Effect
Hmmm...okay, first tut. Let's see here, this is really easy.
First, take a color picture, any picture will do. I will use my eye for this

Copy and paste that pic onto a new layer.
Add filter Gaussian Blur @ 3.0

Change layer to darken.
And there you have it!

this one had the gaussian set at 6.0, so there's a lil difference. Just mess around with the amount you want.
Remember, if you have a crappy picture, you'll have a crappy result.

Meh, like I said, it's a faster way, may not be "as good" as others, but for a quick fix, it can do the job.

Or just use the 'Fresco' filter for basically the same effect.
