A guy called "Tha Man" just pm advertised me. He has 1 post and I think he registered just to advertise. Is he allowed to do that?

As far as I know, PM advertising is probably frowned upon here. Just ignore it. If it really bothers you, I suggest PM'ing one of the bosses around here so they can take care of it.
