1. Go to New and get 1000 by 1000 Pixs and make the background a layer.
2. Get the background black and get the Lasso Tool.
3. Make a star with the Lasso Tool and then color it white.
4. Deselect it and got to Blur==>Radial Blur.
*Setting... 100, Zoom, Best. Do that 4x Times.
5. With that in place, Go to Distort==>Twirl
*Settings anywhere from 150-430 degrees...
We will come back to that.
6. Get a New Layer and then Render==>Clouds.
7. Get the Paint Bucket and RANDOMLY Paint the clouds black enough that there's a little bit of white that remains.
8. Go to Sketch==>Chrome
*Settings 0,10
9. Switch the layers and then get ready for the CTRL+U Treatment to both. Before you color it, the top layer's (Which should now the Swirl) blending option should be at Pin Light.
10. Color both of the layers as you please and then to the Bottom layer, Glassian Blur
*Seetings 2.5
11. Fade the Blur with Screen and then if desired, you can Merge... But that's optional... You're Finished here...
