1. Start off by opening a new document of any size, mine is 620 x 200 px. Set your foreground and background colors to default, by pressing the "D" button.
7. Hit Ctrl + U to bring up the Hue/Saturation Panel and make sure "Colorize" is checked. Mess around with the sliders until you find a color you like. (I used Hue: 0, Saturation: 100, Lightness: 0) http://i157.photobucket.com/albums/t...ouds_color.gif

I've seen something similar to this but as text.. Personally, I think the one you have is way too contrasted.. BUT, it's still a good effect.. ;)

I could see it used if it were toned down a bit.. Maybe as a header logo background or something.. But it still needs a good bit of work to it.. ;)
