How would you do this effect???

I want to make a normal pic to look exactly like this one... except my face not his. I already have my face cropped in the middle... an what not, now all I need to do is add the effects to make me that color and that style of look... thanks.

Perhaps try messing around with Layer Adjustments such as Brightness/Contrast and turn up the contrast. Then colorize it to get the color you'd like, such as yellow.

Image > Adjustments > Threshold
It will be pixelated, but if you work with a hires photo it will be smooth.
