You know how in movies and TV when someone gets hit on the head or has some sort of flashback, how around the edges of the screen there is that white glow? How would you make that happen in PS around say, a sig. Is it just a thick border with blur, or is it more complicated? I've looked and not found anything that would help.

Make a new layer, Take a white round soft brush on 0% hardness and around id say 50 px and then just brush around the outsides of the sig.
