How to make this style ?

is it just moniton blur with a scalines on it?

why isn't think is the support...and why don't you just pm the artist?

Well some people may make em different from other people in the ways they do it

before i lost cs i used smudge tool alot also. Try screwing around with it.

Well, u can kindly PM Slim for more details, But for what i know :

Added Scanlines
Set mode to overlay and did some lines
Did some brushing at the background
3px Black, 2px white, 1px black border

As for the 2nd one ( not too sure )

motion blur the render to get the background
Did some brushing on the background as well
Added Dotted Scanlines

Thats all i could say :D

Mix of Blur, Smudge, Blur (Tool), Patterns on different blending modes, and prolly some lite overlay brushin here and there.
