will have been a photo taken with a long exposure so that you get the streeky light things put on lighten or screen ontop of the origonal photo sorta thing... there will be more too it but thats the effect your asking about i think lol

lol or just sit on a busy street and take a pic with a really long exposure lol
Looks more to me like they've overlaid two street scenes and then added some line effects. It could be long exposure, but that wouldn't explain how they got square lights in places where there are no buildings.

To do it to the standard that they have in that pic would be quite difficult in my opinion.
