I was trying to make a bebo skin but when it's reduced to meet the size required it goes from this

to / the way it looks u wont really get it unless you made bebo skins before

is there a way to reduce the size without the image quality

You should be able to just do Image>Re size image and it will do i and not reduce the quality make sure you have it set on constrain properties to it re sizes it proportionally.
