Fallout Storm Rage

Some more work... Found some good tuts for this one hope you like it. CnC please.

The border isn't working with the rain effect. It breaks it up in an odd way. A more solif border might look better.
The effects are quite good, but it looks like a complete downpour because the lines are long and almost evenly placed. You could erase some areas and apply a few more rain layers, some with a few ripples maybe.
