Can u use photoshop CS4 to make a vector?

cuz i wanna try making a eazy-e vector like this one

You can get a vector style, but for it to e a true vector, do it in illy.

Wrong place to ask, but lewk is wrong photoshop can create true vectors. just need to set the pentool right.
