Astro Boy, just a bit confused.

I watched the Astro Boy movie just last night, and I just watched the first Episode of the recent Astro Boy cartoon. My question is.. why didn't Astro's dad build him like he did in the movie? and why did he use electricity as the main power source rather then the blue core like in the movie? It's a bit confusing so if anyone can clear it up for me ?
