Nothing wrong with using topaz, as long as it isn't really obvious. As for your sig, it's alright, but was her right arm supposed to be the focal? I dislike how burned the image looks, you should've just burned the sides and use the dodge tool on her face. :]
It makes no sence that there's a light source on top of her head yet there's no lighting around. =/

Yes, make it look like your lighting source actually casts light around your render(for this use the dodge tool).

I think the text itīs not good and that light comes from nowhere :S
instead of using burn and dodge try using a white soft brush at 22% opacity make yr light source then go Filters > Render > Lighting effects and use that to make it more of a spot light then drop the Opacity as u see fit
i disagree entirely, but just my opinion. i think burn/dodge tools are a really good way to create lighting, just have to use them right.
