Well i don't this has been made before so i though i could make it now.
1. Start off making a 400 * 400 px image.
2.Render Clouds(press d to set the colors to default)
3.Radial Blur(spin-15, Method-Best)

and now repeat steps 1-5 on a new layer. When you'r finnished Set the layer mode to soft light and play with the Huse/Saturation tool,once your finnished, transform both layers with the perspective tool.

not bad at all, the only thing i notice is the water closest to me shouldnt be blurred like it is, but im sure that can be fixed. Right? =D

the close water can be fixed, i've done it in my sig, but i don't remeber how.
As soon as i figure it out i'll put it in the tutorial.

[EDIT]I think you can fix that by decreasing the amount of the radial blur, i haven't test it but i think it will work.[/EDIT]

well it looks like a camera or something... [edit] You can use the Radial Blur zoom | Quality: Best | Amount: 40. Then the water don't get so blurry, it worked for me.[/edit]

This tutorial and the Sea tutorial are 2 different things. This gives the calm peaceful sort of feeling, rather than the stormy sorta thing.
Great tutorial, better than every water sig I have seen.
