Not your best, it looks like you only blur the background and smudge the render.
+ the text is smuge and it looks like a bad blood splash.
But i can say the smudging effect on the render is cool! :)

I didn't think this was your best, the smudging isnt great and the depth is off, some parts that are closer to him are blurred while others that are behind are sharpened
