Vector mainly refers to geometric shapes I think.

a vector is a mathematical equation that defines a line. its used in art because that means that no matter how zoomed in you get to the picture, your line will always stay 100% defined as an exact point relative to the placement on your canvas. the exact process of vectoring is something i'm completely unsure of, although i know it has to do with things like the lasso tool and other vector tools offered only through certain programs.
dont go looking for a vectored picture and then zooming in tho, because that wont work. once a vector is defined as a jpeg or png or w/e file its turned into it becomes a simplified vector.
vectors are used because they create very clean shapes that can be given a definable "3D" curve to them. that means that within a 2D picture, the computer sees a 3D curve, so basically it turns into a 3D graph with your picture in it.
