Im pretty sure its a chrome effect for that shiny effect and liquify and color dodging.. Just do ur effect onr ur sig KNUCKLES u made but with color dodge more on middle of render and use liquify tool to make waves or use the filter wave/distort/ripple.. etc..

here's a few links to some basic grunge, smudge tutorials what you are trying to create is a grunge brushed background I think. hope this helps.
