Please don't take what I am about to say the wrong way, I only want to help you get better.
First things first, good forum templates use as little images as possible, to help with page load times. If you did improve the quality of image, to make it have no artifacts, it would increase the file size, making it a burden on users ISP.
Next, on forums, you want to have as little clutter, that can distract people from the content of what they are reading. Not only is there a lot there to distract people, the image itself is confusing. It looks like the back end of a car, then flipped upside down and stretched the centre part to connect them.
For future templates, I would suggest using text from a forum, that way you can see what it will look like if it was coded into an actual theme. Add colour to it, a black and white picture like that is quite boring. Text background, and forum background should be in the same range of light/darkness to reduce strain on the eyes.
