First-Make a new document (what ever size).
Second-Fill the new document black (Paint bucket tool).

Third-Filter-Render-Lens Flare, using these settings Brightness 100% Lens Type 50-300mm zoom. Repeat this in different places until you get the look you like. I prefer about 4 or 5.

Fourth-Filter-Sketch-Chrome...-Default Settings (Detail 4 Smoothness 7).

Fifth-Add you prefered color (Ctrl-U).

Nice. I like the gray colored version. Looks similar to what the melted atomantium from X2: X-Men United movie looked like.
